Balance of activity General Directorate of Spanish Citizenship Abroad and Return Policies 2025

The General Directorate of Spanish Citizenship Abroad and Return Policies, within the State Secretariat for Migration of the Ministry of Inclusion, Social Security and Migration, manages the rights and assistance programs for Spaniards living abroad, as well as return policies for emigrants returning to Spain.
Its tasks include the design and implementation of return plans, the management of economic aid and subsidies, and the coordination of the Administration for the care of these citizens.
It also assumes the duties of Secretariat and support for the General Council of Spanish Citizenship
Abroad.
The report includes the different services provided to citizens abroad (economic benefits, pensions and health care abroad), in the process of return (Office of Return) and once they have been installed again in our country (certificate of returned emigrants, economic benefits, pensions and Social Advisory Service for Returned Emigrants).
It also includes the information activity carried out by this unit and the work carried out by the General Council of Spanish Citizenship Abroad (CGCEE) in the last year. Balance-Foreign Citizenship 2025 (22PAGES)

Derecho a la asistencia sanitaria para las personas españolas y sus familiares residentes en el exterior en sus desplazamientos temporales a España o en caso de retorno

Se ha publicado en el Boletín Oficial del Estado (BOE) del 12 de marzo de 2026, el Real Decreto 180/2026, de 11 de marzo, por el que se regula el reconocimiento del derecho a la protección de la salud y a la atención sanitaria con cargo a los fondos públicos de las personas extranjeras que encontrándose en España no tengan su residencia legal en el territorio español, cuya entrada en vigor, de conformidad con lo dispuesto en su disposición final quinta, tendrá lugar al día siguiente de su publicación en el BOE.

La novedad más significativa en el ámbito de la ciudadanía española en el exterior está en su disposición final primera, por la que se modifica el artículo 26 del Real Decreto 8/2008, de 11 de enero, por el que se regula la prestación por razón de necesidad a favor de los españoles residentes en el exterior y retornados.
