Elma Saiz Delgado
Minister of Inclusion, Social Security and Migration
Born in Pamplona in 1975.
Married and mother of two children.
Degree in Law and University Master’s Degree in Tax Consultancy from the University of Navarra.
He speaks French and has a medium level of English.
She began her professional career in February 1999 as a social director of IMEL, Tax Legal Consultancy, S.L, a company specializing in tax consultancy and legal advice to companies and individuals.
In the academic field, she was a collaborator in the University Master’s Degree in Business Law and in the University Master’s Degree in Tax Consultancy of the University of Navarra as well as in the School of Legal Practice and in the Law degree in the same university center. He also participated as a professor in the Master in Tax, Labor and Accounting Advice at the Public University of Navarra and has given various certificates of professionalism.
In her political career, she is the Executive Secretary of Fiscal and Financial Policy of the Regional Executive Commission of the PSN-PSOE and a member of the Federal Committee of the PSOE.
Member of the Parliament elected by the PSN-PSOE (2003-2007).
Delegate of the Government of Spain in Navarre (2008- 2012).
Director of the Navarre Institute for Equality and Family of the Government of Navarre (2012).
Minister of Economy and Finance and Spokeswoman Government of Navarre (2019-2023).

Borja Suárez Corujo
Secretary of State for Social Security and Pensions
Since June 2018 he has been General Director of Social Security Management, first in the Ministry of Labour, Social Security and Migration, and then in the current Ministry of Inclusion, Social Security and Migration.
Born in 1973, he holds a PhD in Law and a degree in Law and Political Sciences from the Autonomous University of Madrid, where he has developed his teaching and research activity as Full Professor of Labour Law and Social Security.
He is the author of more than a hundred publications on labor and social security, with particular attention to the public pension system and the distribution of competences between the State and the Autonomous Communities in matters of social protection, as main lines of research. In this sense, the monographs "The public pension system: crisis, reform and sustainability", "The right to the revaluation of pensions", "The reform of pension systems in Europe", and "Social protection in the State of the Autonomies" stand out.
He is a member of the European Institute of Social Security and has been a visiting professor at the University of Louvain (KU Leuven).

Pilar Cancela Rodríguez
Secretary of State for Migration
Born in Stuttgart (Germany)
She holds a degree in Law from the University of Santiago de Compostela. He has a Superior Degree in Occupational Risk Prevention. Mediator/Arbitrator in extrajudicial settlement of labor disputes.
He speaks Galician and has a medium level of English.

He has participated as a speaker in many conferences, seminars and conferences related to the achievement of gender equality and the fight against gender violence in different areas of society and public life, as well as on international cooperation for development and migration.

Elena Rodríguez Navarro
Secretaria General de Inclusión
Secretaria General de Inclusión, tras ser asesora de políticas de inclusión durante los últimos cuatro años, primero, en la Secretaría General de Inclusión y, posteriormente, en el Gabinete de la ministra.
Es socióloga de formación y ha dedicado su trayectoria profesional al impulso de las políticas sociales, desde el ámbito público y privado. Fue asesora en presidencia del Gobierno durante la VIII y la IX Legislatura, donde trabajó en la dirección de gabinete y el Departamento de Asuntos Institucionales como responsable de comunicación estratégica y asesoramiento en políticas públicas de bienestar social e igualdad.
También ha sido directora de la Plataforma del Tercer Sector, organización que aglutina a más de 28.000 entidades sociales de acción social y que trabaja a favor de la promoción de los derechos de las personas, principalmente de quienes se encuentran en situación de vulnerabilidad.
La cercanía y conocimiento del Tercer Sector han sido fundamentales para conocer con objetividad la realidad social y situaciones de pobreza y exclusión que se viven en nuestro país. Se trata de un ámbito imprescindible para poner marcha una política como el Ingreso Mínimo Vital y el desarrollo de las políticas de inclusión vinculadas a la prestación.
Elena Rodríguez es socióloga por la Universidad Complutense de Madrid y ha tenido experiencias de investigación aplicada a las ciencias sociales en universidades internacionales como la Universidad de Stanford o el Instituto de Educación de la Universidad de Londres.
